- A business plan under which the company has been operating for at least 6 months.
- Full-time employees must be Lithuanian citizens, citizens of other EU or EFTA countries, or foreigners who have permanent residence in Lithuania, and the total monthly salaries paid must equal at least the latest average gross monthly wage for the country, as published by the Lithuanian Department of Statistics (including data on wages from individual enterprises).
- The value of the company’s equity must be at least €28,000.
- The poves that the company has been operating for at least 6 months in accordance with the business plan in Lithuania:
- documentation on the location of the company’s registered office (e.g. lease agreement for the premises);
- no more than 10 contracts confirming the business activities of the company;
- if the company’s activities require relevant permits or licences, these permits;
- documents supporting the company’s economic transactions and events (e.g. bank statements, invoices, cash receipts and expense warrants);
- records of the company’s economic transactions and events (e.g. general ledger, transaction log).

Requirements:
The investment agreement shall specify:
- the time limit within which foreigners may apply for a temporary residence permit on this basis, which may not exceed the duration of the investment agreement;
- the number of employees who can obtain temporary residence permits on this basis;
- the duration of the investment agreement.
Investor might meet following criteria:
- has concluded with the Government of the Republic of Lithuania or an institution authorised by the Government of the Republic of Lithuania an investment contract with a minimum value of EUR 1 448 100for private investment in an investment project, whereby the investor undertakes to invest in the creation of new jobs in the Republic of Lithuania, where the average monthly wage of persons employed under an employment contract would be at least equal to or higher than the average of 1.5 % of the average monthly wages of the municipality in which the investment is being made as published last time prior to the date of the conclusion of the investment contract by the Lithuanian Department of Statistics;
- the annual revenue of the group of undertakings to which the investor belongs and/or of the undertakings of which the investor is a controlling person and/or of the investor in at least one financial year in the last three years was at least EUR 2 500 000.
First, Investor might to apply to the public institution Invest Lithuania confirming and get a letter that he meets one of the following conditions:
- is an employee of the investor or the investor’s group of undertakings who has been employed by the investor or the investor’s group of undertakings for at least 3 months prior to the date of conclusion of the investment agreement; or
- on the date of conclusion of the investment agreement, was an employee of the investor or of the investor’s group of undertakings, having been employed by the investor or the investor’s group of undertakings for at least 3 months prior to the date of conclusion of the investment agreement, and is working in the place of employment envisaged to be created under the investment agreement in the Republic of Lithuania; or
- is an investor or a participant of an investor who owns at least 1/10 of the authorised capital of an enterprise established in the Republic of Lithuania in which the investment contract provides for the creation of jobs in the Republic of Lithuania, and whose investment in the enterprise amounts to at least EUR 14 000.

Other Residence Permits
In Lithuania, there are also other types of residence permits available, depending on the foreigner’s situation and eligibility:

Long Term D Visa
Foreign nationals who wish to stay in Lithuania for more than 90 days within a 6-month period must apply for a long-term visa (D visa) or residence permit, depending on their situation. The maximum validity of a long-term D visa is one year.

- Limited Territorial Validity Visa: Valid only in Lithuania or specific Schengen countries.
